Changes in CSIT-2110

1. TEST FRAMEWORK

   • CSIT test environment version has been updated to ver. 8, see Environment Versioning.

2. DPDK RELEASE VERSION CHANGE

   • CSIT-2110 tested DPDK-21.08, as used by VPP-21.10 release.
