Changes in CSIT-2202

1. TEST FRAMEWORK

   • CSIT test environment version has been updated to ver. 8, see Environment Versioning.

2. DPDK RELEASE VERSION CHANGE

   • CSIT-2202 tested DPDK-21.11, as used by VPP-22.02 release.
